Wiki Credentialing New Doc

I have a new doc joining our practice in the summer, one month after completion of her residency training. It take up to 90 days to get a new doc credentialed. My question is can our credentialed providers bill the new doc under their NPI if they sign off on the new docs charts? I don't think this is appropriate billing but need some input from others.
