Wiki CPT 25115 and 64718

Surgeon performs R wrist tenosynovectomy and R ulnar nerve decompression at the elbow. Can you bill CPT code 25115 and 64718 together by appending modifier 59. This is a Medicare patient. He made two separate incisions. Any help on this is greatly appreciated.
