Wiki Covid vaccination (whom can administer)

I bill for 2 clinics (one of which is a Rural Health Center), we are going to begin Covid vaccinations, while I know we can bill for the administration only, my question is to whom is allow to administer the vaccine and do these vaccinations have to be undersigned by the physician for billing purposes?
