Wiki COVID screening code generally not appropriate during pandemic - why?

I've read several times that coding a Covid screening code during the pandemic is not appropriate (also in the guidelines Coronavirus Infections, letter F).
Ok, I get the rule but... why?
Is it because screenings are considered preventative?
Any thoughts?

The general idea is that during a pandemic, everyone has potentially been exposed. The test is being ordered because the patient is suspected to have been exposed.
