Wiki Copd with bronchitis

If a clinician documented "COPD exacerbation due to acute bronchitis", would you code 491.22 or 491.21. I was going to code 491.22 to go with my subsequent care code, however, the hospital coded as 491.21. If they list COPD "with exacerbation" and then the Acute Bronchitis, is that treated differently than just a COPD patient that is diagnosed with acute bronchitis? Am I missing something?

I would go with the 491.22 as it specifies acute bronchitis.
