Can an interventional outpatient facility bill for a consult for a procedure they will be performing, and not dictate a report for the consult?

I would think not. Any service that is billed out needs to be documented; If it wasn't documented, then it wasn't done. Hopefully someone employed in compliance/auditing can provide a more definitive answer.
