Wiki consult on an observation

I finally think I have the doctors understanding that this is an outpatient place of service. But now they want to know how to bill dialysis which they say they do during observations. They say it is an inpatient procedure. My hair is getting gray, that is what I haven't pulled out!

Dialysis is not my area of expertise but below is CMS' link that lists all the "inpatient services only" ...which are indicated with a payment indicator of "C"...
