Here are the ones I know that will not accept Consult codes from my facility. UHC, Cigna, Tri-west Health, Veterans Admin, Tricare. The best thing to do is contact (usually online) the insurances that you bill to and get their policy.
 
With our practices we use E&M as most payers follow Medicare and Medicare doesn't recognize consult codes for payment. Government payers do not and most larger payers also
 
It's easier to list who does!

In New York, our Medicaid, WC and NF carriers still accept them. We have also found that Aetna Commercial Plans do and Amerigroup Medicaid Managed Care does as well.

And that is it as far as we know.
