Wiki Constriction Band for Child? 762.8

I am having the hardest time finding an ICD-9 for constriction band of leg for a child. 762.8 is for a fetus, but what do we code when the comes in for an office visit for this? Any ideas?
 
Note congenital abnormalities are always codes as such, regardless of age.
If this diagnosis does not concern a congenital issue, I would use 755.60
