Wiki Coding 99211 for titers

At out clinic we have RN's doing many titers. They always code 99211 with titers dx codes. I think the labs cpt codes should be used and not 99211. I can't find source evidence to support that 99211 should not be billed for titers. I don't find much information about billing 99211 in general. Greatly appreciate your thoughts. Thank You,
 
You need to code to the highest specificity, if there is a code that exists for what is being done than that code should be used.
 
99211 vs 36415

If the only thing the RN is doing is drawing blood, then the code for that is 36415.
I have attached a file that has several documents that discuss the billing of 99211.
