Did the rule change in 2023 so you are now supposed to code all levels of CDD?

In coding books for 2022 and prior, there was an instructional note to code to the most superior level of disorder. It was removed in the 2023 book but there is a reference to the AHA Coding Clinic 2016,4Q,39-40 which is where this comes from.

Question: Did the rule change in 2023 so you are now supposed to code all levels of CDD or was the note (for some unknown reason) just removed and we are still supposed to follow the Coding Clinic listed?

I found the answer so I thought I would post. Per the 3M Coder's Desk Reference, "The codes in this category distinguish between high cervical, midcervical, and cervicothoracic regions. When the condition affects overlapping sites, the instructional note directs users to code to the most superior level". I have attached the reference.
