​Our medical clinic group has been approached by another large clinic group about merging with them. One of their selling points is that our billing would be centralized in another part of Texas and we would be reimbursed at the rate where the billing is done, not where the service is being done which is higher than ours. Can they do that?
 
No they cannot. This is why Medicare and other carriers made it mandatory that you use an actual location address for the place of service and not a PO box. you can use a billing address under billing address that can be different. the claim form has different places for these addresses. So you can centralize the billing under a centralized billing address however the place of service address must be the actual location of the office where the service took place.
