Wiki CDT codes with CPT modifiers

Good morning. Can you please tell me if CPT modifiers can be used with CDT codes. E.g. D7240 with a -59 modifier? I found the following from a 2014 coding paper by the AAOMS and stated "However, the American Dental Association presently does not approve the use of any modifiers with CDT codes sub¬mitted to dental carriers."
