Wiki Catract surgery staged or not

I watched the webinar on coding modifers in a physician office and the presenter used Modifer 79 in an example to get payment for catract surgery done on the right eye during the global time frame of the left eye. My question is could you not use Modifer 58 for the right eye surgery if documtation shows the patient is to return to have the right eye done. I hope this makes sense.
