I was wondering if any of you had any experience with the CPT Category II modifiers? We are coming across members who are refusing to have a colonoscopy and we need some guidance on if we can use the 2P modifier for the refusal of this service. Also, do any of you have any expertise regarding any guidelines to the use of the 1P, 2P, 3P modifiers for HEDIS 5 STAR measures. Are they acceptable to use with the health plans?
