Wiki Capsule Endoscopy For Medicare

I need some help. I have a physcian that bills for the capsule endoscopy. We have a couple of Medicare patients that came into the office for the capsule endo but could not swallow the capsule. We billed Medicare with 91110 53 for the discontiuned procedure. Medicare rejected the claim with "the procedure code is inconsistent with the modifier used or a required modifier is missing." I have called Medicare and they will call me back once the have an answer. Has anyone had this problem? If so how did you get it resloved?

what did you ever find out on this instance? Can it be billed at all if the patient can not swallow the capsule?
