Can the OV and Procedure both be billed? I wouldn't think so, and am debating this with Management. But need some additional support. Thanks.

If that is the extent of the documentation then you do not have an office visit only a procedure. You need to take the elements that are a part of the procedure and then evaluate to see if what is left will support a visit level. If this is all you have then you have no visit level supported at all.
