Wiki Can CPT 87635 be billed if test kit was free?

If Covid-19 rapid testing kits were provided free of charge, can an MD office bill CPT 87635 administrative service on performing the test?

My $.02 - 87635 is the code for the lab test itself, not reimbursement for the purchase of the testing kit. If the physician's office is performing the test to obtain the result, then they should be able to bill for performance of said lab test.

I would append a 26 modifier for the professional component of the test if interpreted by the provider.
