I know that cetirizine (Zyrtec) is an otc medication but it's covered under Medicaid if the provider sends a prescription to the pharmacy. Pediatric patient was seen for seasonal allergies and prescribed cetirizine with 11 refills.
 
I believe the answer is no. I used to run into the same thing for military veterans who needed OTC artificial tears. If I wrote a prescription for the tears, the military pharmacy would provide them at no charge.

The bottom line is that, either way you do it, the OTC drug is still available OTC no matter how you get it.
