Diagnosis: Bunion Deformity Left Foot
Medicare Patient

Looking at CPT 28295

Really would need to see the operative report to help on this. 28295 would likely be correct if it was the proximal end of the first metatarsal, but in my limited experience with these, a bunionectomy is more commonly done at the distal end, which would code to 28296.
