Wiki Billing Xrays That Are Read By MD But Patient Seen By PA

I just called Medicare they said they couldn't tell me, that I needed to reach out to a certified coder. My question is I work for a Orthopedic Surgeon, we do xrays in our office, we bill under the PA when she see's patient. But the problem is my provider (the doctor) is the one reading the xrays so he feels he is losing money on those xrays. How and can we bill the xray under him since he is the one reading them? Is it even allowed to bill E/M under PA and xrays under MD for same day visit?
 
If the PA is seeing the patient and formulating the treatment plan, is the PA not reading the X-ray? Or is the PA working "Incident to" while the surgeon is in the clinic and reads the X-ray while the patient is there?
 
We do this all of the time. The visit is billed under the PA, but the Doc has the final read on the x-rays and we bill them under the doc.
