Wiki billing services out sourcing to other countries

Would any one know whether there is a law, statue, or bill regarding billing services outsourcing their billing to other countries? Is this within the compliance of HIPAA? If anyone can give me an answer asap most appreciated>>>>

I do not know of any law or such prohibiting this and if it is not HIPAA compliant then a ton of companies are in trouble!
