Wiki Billing question on Fracture care

Had a question on Billing for fracture care. If a physician does a fracutre care with out manipulation in the office. Is it ethical to bill fracture care on each Pt? He doesn't do a DME or cast.Any thoughts appreciated.

Yes, the physician can bill closed management fracture codes in the office. The same 90 day global applies. The first cast or splint cannot be billed.
