If a physician is called to Hospital #1 to admit a patient to the ER, spends an hour there on the admission process, only to find the patient (never actually having been admitted) must be transferred to Hospital #2 where the physician has no privilege, can the physician bill for anything at hospital #1?

You can probably code the services as ED visit, depending on the documentation, of course.
