Wiki Billing preop for canceled surgery

A patient is scheduled for a Laparoscopy on 7/2/14, she has her preop in the office on 6/26/14, then decides not to have the surgery and cancels the surgery the day before. The physician is wanting to bill for the preop visit. This seems appropriate given there is no longer a global package to consider. What diagnosis code/s would be most appropriate? V72.83 or the diagnosis related to the reason the surgery was to be done?

I would have Doctor pick an E&M level and use the reason she was having the surgery as diagnosis.

Unless you have something that states this is appropriate, I would recommend not billing for a "preop" service. There is still no medical necessity for the visit to support an E&M service, eventhough the surgery did not take place.

Just my thoughts as our organization does not allow for this based on our historical experience with carriers both commercial and government.
