Wiki Billing for telehealth visit without the patient present

We have a situation where a patient was admitted to the hospital and the spouse/daughter consented to telehealth visit with provider to discuss labs/ rad reports/ plan of care. would this be billable via telehealth if originally the patient consented and gave the phone to next of kin?
