Wiki billing for staple removal following c-section (59514)

Patient has a c-section. We bill for 59514 (delivery only). Can you bill an office visit charge for the staple removal? I am thinking that irregardless it would be considered inclusive of the delivery charge. But one of our girls says that 59514 is for the delivery only and would not include the staple removal visit.
