Wiki Billing for Residents question

I am at a family practice clinic that has a resident program. When the resident sees a patient, we have a teaching statement in the progress note by the supervising physician, and both sign the note. My question is, we are only using the GE and GC modifiers for Medicare. Should we be using these modifiers for all payers? I am in Indiana and billing Indiana Medicaid.
