Wiki Billing for non-par provider

We have several new providers still going through credentialing process. If provider is non-par with an insurance plan and a participating provider sign off on all cases can we bill charges under the participating provider that signed off on case? Can anyone direct me to a guideline regarding this issue? Thank you,
 
If your providers are not credentialed they should not be seeing patients. You cannot bill services of one physician under another. If they are NP/PA and the incident to guidelines are met then you can bill under the supervising physician on site (who was immediately available for assistance when the patient was seen).
