I understood that a specialist could bill for a second consultation, but I cannot find documentation of this anywhere. Eg. Consultation was done for Rheumatoid Arthritis and a year later another consult was requested by PCP for Osteoporosis. We can bill another consult, correct?

That is correct you can bill for a consult if the 3 R's have been met (documentation of the request, rendering the service, and report back) and it is not a transfer of care.
