Is it ok when you do inhouse only labs to bill 36415 to Medicare?

Does anybody bill CPT 36415 and not send to an outside lab? Someone has told our manager that this can only be billed if you are sending it to outside lab.

To my knowledge, if blood is drawn via venipuncture regardless if it's going to an outside lab or not, 36415 may be billed. CPT 99000 is for the transfer of a specimen, but very few carriers allow this charge.

If someone has CMS-specific info stating otherwise, please let me know and include your source.
