Wiki Billing both 81002 and 81003

Our physician practices are set up as a dept of the hospital. If a U/A dip is done in the office and then the pt is sent that day to the lab for an automated dip w/further testing if warranted, can the hospital bill for both the 81002 done in the office and the 81003 done in the lab (since no further testing was required)?
