Wiki Billing a 99397 with a G0439 (AWV) in an FQHC

Can you bill a 99397 and an G0438 or 9 within an FQHC on the same DOS to a Medicare Advantage plan? The payer I am working with says that I can, but the clinic says they follow AAFP guidelines, which suggest that you bill an E&M instead of the 99397. What's AAPC's guidelines on this?

In our practice we've billed all three together when appropriate and with modifiers.
