I work as a coding specialist in a podiatry office.. When seeing a patient for a post op visit, is it necessary to bill 99024 out to insurance since it is a no charge visit ??

We enter the charge, but since it is zero it doesn't go to insurance. It's more of a check and balance for reporting purposes for our clinic.

Could depend on insurance and location

Historically, most offices used 99024 internally only and did not submit to insurance. However, starting 07/01/2017, CMS began a project to evaluate the amount of postop care provided to patients for specific procedure codes. It ONLY applies to certain states currently. Since my state isn't one of them, I am generally aware of the program, but not all the details.
If you are in one of the required states (Florida, Kentucky, Louisiana, Nevada, New Jersey, North Dakota, Ohio, Oregon, and Rhode Island) , I strongly advise to read the CMS guidelines:
