Wiki Billable Eye Drops at physican office?

I have a family physician who has decided to stock the office with Tetracaine hydrochloride, Ciprofloxacin, and Sulfacetamide Ophthamalic drops. Now, he wants to know if we can bill these when he applies the drops in office to patients. My first thought, these items should be obtained by the patient through their pharmacy, and should we use them in the office they will not be separately billable. Anyone know for certain the answer to this?
