Wiki BCBS Medicare vs. BCBS Cent Fee Schedule

We have a contract with both BCBS Medicaid and BCBS Medicare. I was told that if BCBS Medicaid is secondary, they can go with the lesser amount from BCBS Medicare fee schedule. Is this true?
