Wiki Basal Joint arthroplasty w/ graft jacket insertion

I've got the code for the basal joint arthroscopy at 25447 but I'm having trouble with charging for the graftjacket insertion or not. He basically just waded the graftjacket into a ball, sutured it and inserted after he resected the trapezium. Is this even billable since it wasn't a tendon and it wasn't removed from any other site?

If he did not suture the graft in, no I would not charge for it. Graft jacket is a skin subsitute.
