Wiki ASC claims - Surgeon does not own the ASC

We are ophthalmology group and our ASC is allowing another ophthalmology group use our ASC. Therefore the other Ophthalmologist is not associated with our ASC. Our claims are being paid but the Surgeons claims are being denied for too many frequencies. CMS shows that box 24J for the ASC does not require a rendering NPI#. If we change this box then we are unable to do reporting in our system. But the Surgeon gets paid. Why would they deny the surgeons claims for too many frequencies when it is clearly a ASC claim? Can someone explain this? CMS states NPI is not required not that it cant be there at all. Hope this makes sense. Thank you!
