I code all of my physicians E/M visits from their office notes. They don't mark any of their own levels on anything.

Yes as a coder you should be able to chose the visit level as long as you do so using the office note and the appropriate guidelines, if you do not understand the guidelines or do not use the office note then it would be inappropriate for you to chose the level of service.
