Does the APRN have to actually see a pt to bill for the service? Or can the RN who is following the direction of the APRN provide the service and once the APRN signs off on the chart bill the service provided under the APRN credentials?

What kind of service are you talking about? If this is an office visit then no absolutely not. The office visit assessment is within the scope of the RN license. If you are talking about giving an injection previously ordered then yes the RN may administer an IM or SQ injection that was previously ordered as long as a provider is onsite. The ARPN can be that provider and you would bill under the ARPN number.
