Wiki application of splint

question: patient was seen in Express Care where an E/M, X-Ray and application of splint was charged. Patient as then referred to Orthopedics for fracture care

We are being told we can't charge for the E/M as the splint is part of the global package. I disagree as the fracture care didn't start until patient was seen in Orthopedics after the Visit in Express Care. Does anyone have clarification on this? In the ED we charge for the E/M and the splint application. YOur opinions are greatly appreciated thank you

I don't know why you can't bill for the E/M. Your doc is being referred to and is billing out under a separate tax ID than the Express care, correct?

yes, that is correct we were told under the CMS Fracture care policy that this is included in the global.
the splint application is considered a minor procedure with 0 global days so we are told we can't code out the E/M
