Are pediatric administration codes for immunizations based on the COMPONENTS of the vaccines, and the adult administration codes based on the NUMBER OF STICKS?

Yes, pediatric immunization admins are for each component. CPT 90460 is for each vaccine administered, but if there's a combo vaccine you would report 90460 and then 90461 for each additional component in the vaccine. The QHP has to provide F2F counseling during these admins.
The explanation of components are explained more in detail within the coding guidelines of the CPT book.
