Wiki 993.. & 992.. 25 ?

Hello,
Our EHR has come with templates that list codes.
If a provider does a new patient preventative visit also they address one issue in particular all the doccumnetation is there to support 992.. 25. My doctor wants to submit a 993.. 25 because the patient is new.

Any advice to this particular question or sugested resource would be apreciated. Thank you, Peter
 
According to the CPT book it states "if an abnormality is encountered or a preexisting problem is addressed in the process of performing this preventive, and if the problem or abnormality is significant enough to require additional work to perform the key components of a problem oriented E/M use 99201-99215"
