Wiki 99217 with a 99202 2.5 years later

I've not encountered this scenario before.

Provider in the office saw patient for a 99217. 2.5 years later patient was seen by another provider in the same office and charging a 99202.

Should this be billed as an established patient?

If the other provider is same specialty and subspecialty then its Established. If different specialty and subspecialty then its new. For example if one provider was internal medicine and the other was Cardiology then its new patient. Internal Medicine to Internal Medicine would be established. This is assuming its the same TIN.
