can HPI and MDM without a PE be acceptable for 2 of 3 components?

Short answer: Yes
A little longer answer: Yes, if medical necessity determines the E/M is appropriate to bill.
Long answer: Yes, since per CMS any 2 of the 3 E/M components (History, Exam, MDM) can be used towards determining the overall E/M level. Note that in the upcoming years, CMS has come out and put more emphasis on the MDM portion, especially when they change their E/M Fee Schedule.
