I am not sure why the doctor is charging a post op the same day he does a close fracture treatment. Patient is inpatient and of course the doctor is unavailable for me to ask, so my question for you all, can I charge a post op the same day as he treated the closed fracture.

There is no need to charge it. You can, but there is generally a Zero charge amount attached to a 99024. It shouldn't hurt anything to do it though.
