Wiki 90806 by MD

I am having trouble getting payment from Washington Medicaid for a client's individual therapy services.

MA is saying that only an MD can bill a 90806 for clients over the age of 18. We know this not to be the case, but is it possible that WA MA has it's own rules and this is one of them???
