PATIENT had a recurrent umbilical incisional herina and left lower quadrant incisional herina both incarcerated . both with mesh

other words, is it possible that you can have a recurrent herina and also a inital herina ?
and if so DO YOU THINK i need modifer 59 ?thhanks
