Hello - provider saw pt in office & charged an 99203-25,57 & 46600.

Pt then went to surgery later that night to have an abscess drained - 46040.

46600 & 46040 are bundled. But what about the fact that it's not done at the same time? Submit 46040 w/ modifier 59?
