Wiki 43239 & 43235 Denial on same day

I keep getting denials for these claims being billed together. The previous biller would attach the 59 modifier and just kept resubmitting claim. It is still get denied saying "This procedure or procedure/modifier combination is not compatible with another such combination provided on the same day according to the National Correct Coding Initiative or workers compensation state regulations/ fee schedule requirements. "

Is anyone else having this issue? Have you found the proper modifier to add to claim to get payment?
